Dear participants of the Conference!

Ladies and Gentlemen!

I take a great pleasure in welcoming you, the contributors to this conference, and first and foremost our dear guests who represent the United Nations, the Asian Development Bank, World Bank, Islamic Development Bank, representatives of more than forty countries from different continents of the world, and express my deepest respect and sincere gratitude for your participation in this forum.

I would like to convey my special appreciation to President of the Asian Development Bank Mr. Haruhiko Kuroda, one of the initiators of the current conference, for his outstanding contribution to promoting the efforts undertaken in Uzbekistan aimed at stabilizing the economic situation and securing sustainable development for our region.

Dear compatriots!

Distinguished guests!

Today we celebrate a great holiday, an unforgettable historic date – the twentieth anniversary of independence Mother Uzbekistan – across the entire nation, in every single town and kishlak.

Two decades ago, decisively rejecting the old, obsolete totalitarian Soviet system, we started a new stage of historical development - of building an open, democratic state with a socially oriented market economy, free and independent life that had been sought by our people for many centuries.

It gives me a great pleasure to cordially congratulate you, my dear - and in your person our entire nation - on the greatest, the dearest holiday for us all to express my deep respect and reverence.

Let me greet you and express my gratitude to the Russian side, President Dmitriy Medvedev, for the warm welcome and traditional hospitality.

The critical issue on the agenda of today’s summit meeting is to further improve the system of collective security within Collective Security Treaty Organization (CSTO).

Reasonable and timely, in our view, are the initiatives aimed at ensuring effectiveness and efficiency in decision-making within CSTO, at consolidating the Organization’s capacities in responding effectively to crisis situations.

As underscored in the UN Millennium Declaration, one of the most serious obstacles in fighting poverty, misery, hunger, growth of maternal and child mortality, epidemics and other problems facing humanity, are the ongoing wars and conflicts on our planet, continuing interstate, interethnic and inter-religious confrontations.

First of all, allow me to cordially welcome the participants of the 43rd Annual Meeting of ADB Board of Governors, the representatives of high-profile international organizations and all guests who have arrived in Tashkent.

It is a great honor for us that the capital of our country has been first among those in Central Asia and Caucasus as a venue to hold this critical event, and we would like to express our sincerest words of gratitude to the governments of ADB member-states who took the decision.
