The Head of State was presented with information on the measures for supporting low-income families, ensuring employment of people with disabilities, and expanding the scope and types of social services.
Our country pays special attention to the citizens in need, both material and moral support is provided. In the framework of “From poverty to wellbeing” program such families are provided assistance in the sphere of employment, education, healthcare and other areas.
At the same time, this work is an extensive and ongoing process that requires continuous improvement. In particular, it is proposed to provide support to low-income families, according to their socio-economic status, by dividing them into three categories.
Today, more than 100 types of social services, allowances and benefits are provided to such families. It is planned to fix the procedure for inclusion in the “Register of low-income families” at the legislative level. Individualized plans for each family will be approved to lift them out of poverty, and targeted services and support will be provided. Obstacles to employment for such persons will be removed and conditions will be created for them to receive a stable income.
Children from low-income families will be exempted from paying for after-school groups in schools, and excellent students will have the opportunity to spend free vacations in health camps. Female students from such families achieving high academic results will receive a special scholarship in double amount of the basic one.
The presentation also focused on measures to ensure employment of persons with disabilities.
According to the presented proposals, light industry enterprises hiring people with disabilities will receive tax benefits. In addition, the social tax rate for such employees will be reduced, and entrepreneurs will be provided with subsidies of up to 500 million soums from the State Social Protection Fund for their employment.
It is also planned to increase the volume of purchases of goods and services produced by people with disabilities through electronic trading platforms. Inclusive educational groups will be created in technical schools for their vocational training.
In order to expand the scope and types of social services for persons in need of constant care, the “Step to active life” program will be introduced. It will provide day and home care services, assistance in household chores, restoration of lost mobility, disease prevention and other medical and social services.
The Head of State approved the submitted proposals and instructed on their systematic implementation and control over the fulfillment.
