On April 29 President of the Republic of Uzbekistan Shavkat Mirziyoyev reviewed the presentation on progress and future objectives for land registration and development of the cadastral service
The total area of land in our country is about 45 million hectares. Until 2021, only 1 million hectares of these were entered into the state register. In recent years, a unified system has been created and digitalization has been introduced, thanks to which 42 million hectares have been registered, which is 94 percent of all lands.
In particular, forest and water fund lands and protected natural areas have been fully included in the state register. Information on 13 types of state cadastres, such as transportation, communications, geodesy, energy, roads, has been formed in full. In another 7 areas the work is at the final stage.
The most relevant task is to streamline relations in the sphere of real estate. For this purpose, the UZKAD system has been launched - a unified database in which the state guarantees the reliability and legal validity of information on real estate. Data on all buildings and structures are entered into the system. To date, the system contains information on 150 thousand residential and 707 thousand non-residential premises, as well as 44 thousand apartment buildings.
Until recently, millions of property owners faced difficulties due to the lack of official title to their homes. With the entry into force of the Law of the Republic of Uzbekistan “On the recognition of rights to unauthorized land plots and buildings and structures built on them” dated August 5, 2024, since January of this year, the registration of documents and their transfer to the owners began.
Further plans and priority tasks were discussed at the presentation.
It was noted that this year 400 thousand more individual houses will be entered into the UZKAD system. This will simplify the processes of purchase and sale, rent, inheritance and pledge of property. In the long term, the system will include all 6 million 300 thousand individual houses in the country.
In many regions there is a significant discrepancy between the cadastral and real market value of real estate, resulting in inconsistencies in legal relations and in the market.
In this regard, in accordance with the Decree of the President of Uzbekistan dated March 5, a system of mass real estate valuation is being introduced. For this purpose, the National Center for Mass Valuation of Real Estate was established in the Cadastre Agency. The center has been allocated 40 billion soums, qualified specialists have been attracted, and practical work has begun.
This year, mass valuation will start in Tashkent and will be gradually introduced in Nukus, regional centers and other regions of the country.
The Head of State stressed that cadastral data is an important basis for effective planning of economic programs and gave instructions to ensure integrity and accuracy in this sphere. The task was also set to radically reduce bureaucracy, improve the quality of cadastral services and create convenience for entrepreneurs.
