Leaders of Uzbekistan and China discuss matters of further strengthening all-weather comprehensive strategic partnership

In accordance with the program of the official visit to China, on September 2 in Beijing negotiations were held between the President of the Republic of Uzbekistan Shavkat Mirziyoyev and President of the People’s Republic of China Xi Jinping with participation of official delegations. 

Matters of deepening Uzbek-Chinese relations of all-weather comprehensive strategic partnership and expanding practical cooperation were reviewed.

In the beginning of the meeting the Head of our state sincerely congratulated the leader of China and the friendly Chinese people with the 80th anniversary of Victory, as well as successful organization of Shanghai Cooperation Organization summit in the city of Tianjin. 

The President of Uzbekistan once again emphasized the timeliness and relevance of the President of China Xi Jinping’s initiative on global governance. 

The Heads of state noted that in recent years a powerful breakthrough has been achieved in the development of bilateral relations. Particular satisfaction was expressed with the growing dynamics of contacts at all levels, the strengthening of political dialogue, and mutual support on key issues.

Uzbekistan’s unwavering position was reaffirmed on supporting the “One China” policy and combating the “three forces of evil” – terrorism, extremism and separatism.

Trade, economic, technological and financial-investment cooperation is developing dynamically. Last year, trade turnover exceeded $14 billion, and since the beginning of this year it has increased by another 23 percent. The task has been set to bring this figure to $20 billion through mutual supplies of industrial and agricultural goods.

The portfolio of investment projects exceeds $60 billion. In 2024, 64 projects worth more than $10 billion were launched. Joint technoparks and special industrial zones are operating in the regions of our country, and the production of BYD electric vehicles is expanding with an increasing level of localization.

On the eve of the visit, a business forum was successfully held. Promising projects were developed in the fields of green energy and energy efficiency, modernization and digitalization of public transport, construction of toll roads, deep processing of critical minerals, as well as in chemistry, water management, agriculture, tourism and urban development.

Comprehensive partnerships are expanding with Eximbank, China Development Bank, Silk Road Fund and other institutions. With the support of Eximbank, the Olympic town in Tashkent was recently completed.

High appreciation was given to the intensification of interregional exchanges. Expert support will continue for the implementation of joint initiatives aimed at poverty eradication in Uzbekistan based on Chinese experience.

A proposal was made to establish an Uzbek-Chinese center for artificial intelligence development to promote innovative projects and train specialists.

It was also noted with satisfaction that the practical phase of constructing the strategic China–Kyrgyzstan–Uzbekistan railway has begun.

It was emphasized that partnership in science, medicine, education and tourism should be further expanded. Branches of the Northwest agriculture and forestry university and the International mathematics center have been opened in our country. An agreement was signed to establish a branch of Xi’an petroleum university. Plans are underway to open a branch of the Beijing institute of technology.

This year, Uzbekistan will host the second Educational forum. Support was expressed for expanding the study of the Chinese language, increasing quotas for Uzbek youth to study in China and enhancing the work of Confucius institutes. 

Uzbek-Chinese “Luban Workshops” will be set up in the regions of our country to train specialists in energy, engineering, artificial intelligence, medicine and agriculture.

To stimulate tourism growth, the number of flights between the two countries is being increased, and a visa-free regime has been introduced. 

These days Uzbekistan is represented at a major exhibition in China’s National Museum. It’s planned to hold art exhibitions in Shanghai and Beijing in 2027.

As part of the visit, a historic Agreement on the mutual opening of cultural centers will be signed.

During the meeting there was also an exchange of views on international issues. The importance on continued coordination and mutual support within the UN, SCO, the “Central Asia – China” format, and other multilateral platforms, was stressed. 

In conclusion of the talks, the President of Uzbekistan invited the Chinese leader to pay a visit to Uzbekistan. The meeting took place in a traditionally trustful, open and friendly atmosphere.
