President of Uzbekistan advocates further expanding practical cooperation in the framework of the Organization of Turkic States

On October 7, President of the Republic of Uzbekistan Shavkat Mirziyoyev took part in the regular meeting of the Council of Heads of State of the Organization of Turkic States, held in Gabala.

The event, chaired by President of the Republic of Azerbaijan Ilham Aliyev, was also attended by President of the Republic of Kazakhstan Kassym-Jomart Tokayev, President of the Kyrgyz Republic Sadyr Japarov, President of the Republic of Turkey Recep Tayyip Erdoğan, National Leader of the Turkmen People, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov, Prime Minister of Hungary Viktor Orbán, Secretary General of the Organization of Turkic States Kubanychbek Omuraliev, and other officials.

In accordance with the agenda, an exchange of views took place on the state and prospects of multifaceted cooperation within the framework of the Organization, and topical issues of practical interaction were discussed.

At the beginning of his speech, the President of Uzbekistan expressed his sincere gratitude to the President of Azerbaijan for the excellent organization of the summit in Gabala, which has long been one of the important trade and cultural centers on the Great Silk Road.

- In recent years, on your initiative, we have visited many regions of modern Azerbaijan. We have witnessed how beautiful Karabakh is becoming more and more beautiful every day, and we see the tremendous creative work being done in the cities of Shusha, Khankendi, and Agdam. As your close friends, we are, of course, very pleased with these positive developments, - stressed the Head of our state.

It was particularly noted that the signed Declaration of Peace between Azerbaijan and Armenia opens up broad opportunities for the countries of the Organization to cooperate in the fields of trade, economy, transport, and humanitarian affairs.

The head of our country also thanked the President of the Kyrgyz Republic, Sadyr Japarov, for his effective chairmanship of the OTS and his worthy contribution to taking cooperation to a new level.

Moving on to the summit agenda, the leader of Uzbekistan gave a brief overview of the current international situation. It was emphasized that the current meeting is taking place amid complex geopolitical changes and growing security threats in the world and the region.

- At the recent anniversary session of the United Nations General Assembly in New York, the speeches and approaches of world leaders once again demonstrated the lack of a unified position on the political and security architecture of the modern world, - said the President of our country.

In this context, he reiterated the need for profound reform and improvement of the global governance system, strengthening the role of the UN and the Security Council, and amplifying the voice of developing countries in international affairs.

It was emphasized that the Organization's member states are negatively affected by the escalating conflicts and wars on the Eurasian continent, with no end in sight. The tragedy in the Gaza Strip, the situation around Ukraine, Iran's nuclear program, and issues of stability in Afghanistan are causes for serious concern.

The President of Uzbekistan welcomed the aspirations and new plans of the world's leading powers to establish a just world order and ensure mutual trust and security.

For a deeper analysis of the global situation and to make the necessary decisions, it was proposed to hold joint meetings of the foreign ministers and security agencies of the OTS member countries, with the first session in this format to take place next year in the city of Samarkand.

The President of Uzbekistan also highlighted the growing role and significance of the OTS, which has quickly become one of the rapidly developing and influential international organizations. This is evidenced by the expansion of high-level political dialogue, strengthened mutual trust, and the active implementation of joint projects and humanitarian programs.

Currently, practical cooperation within the OTS is being carried out in more than 35 areas. The volume of mutual trade continues to grow steadily and is expected to double by 2030.

In the main part of his address, the President of Uzbekistan focused on specific issues related to the further expansion of practical cooperation.

It was emphasized that a key priority is to enhance the authority and capacity of the Organization and to strengthen its role as a platform for effective cooperation in the near future.

- In this regard, we support the prompt coordination and adoption of the Treaty on Strategic Partnership, Eternal Friendship and Brotherhood among Turkic States. As the main political document guiding the development of our cooperation, this important treaty will undoubtedly serve as a solid foundation for further strengthening the bonds between our brotherly nations and elevating practical cooperation to a new level, - stated the President.

To expand and accelerate the dynamics of multifaceted partnership, it was proposed to develop a Strategy for the Development of the OTS until 2030 and a separate roadmap for its implementation. These documents should outline specific areas and concrete measures.

First, advancing trade and economic relations and deepening industrial cooperation.

The President of Uzbekistan once again called for the creation of a New Economic Opportunities Space within the OTS in the near future. This initiative envisions establishing the most favorable conditions, legal frameworks, and infrastructure for trade, business, and mutual investments.

To ensure consistent development of practical cooperation and prepare concrete projects, particularly to coordinate plans within the framework of the Turkic Investment Fund, the importance was emphasized on establishing a Permanent Council of Turkic States on Economic Partnership. This body, operating on a permanent basis, could be headed by deputy prime ministers of the member states. It was proposed to host the Council’s project office in Tashkent.

As the President of Uzbekistan noted, the Council’s constant focus should include the following issues:

- Establishing an Industrial Alliance of Turkic States to promote cooperative projects among leading companies in areas such as mechanical engineering, mining, electrical engineering, petrochemicals, pharmaceuticals, light and food industries, and construction materials production;

- Implementing the “Turkic Green Corridors” electronic system to further increase mutual trade volumes and harmonize technical regulations;

- Creating a “Green Transformation” consortium to jointly implement projects in green energy, green hydrogen, and ammonia, attract advanced technologies, standards, and expertise, and widely introduce public–private partnership mechanisms;

- Developing a strategic mineral resource base with the production of value-added products.

At the same time, the importance of adopting a practical Cooperation Program based on the principle “raw materials – processing – science and technology – finished products”  was emphasized.

Second, ensuring food security. Considering their potential, OTS countries can become global leaders in the production and supply of organic agricultural products.

According to a FAO analysis, the current global market for organic products exceeds $225 billion, and this figure is expected to grow by 10 percent annually in the coming years.
In order to produce high-quality and sought-after organic products, there is a need to strengthen scientific research and selection, industrial cooperation, and logistical links.

- In the future, our organic products could enter the global market under a single brand. In this regard, we propose to create an expert working group under the supervision of the ministers of agriculture of our countries, select the first pilot projects, and implement them, - said the leader of Uzbekistan.

Third, strengthening transport connectivity and pursuing a coordinated policy in the development of international transit corridors.

Supporting plans for the consistent development of the Middle Corridor, the leader of our country emphasized the importance of ensuring the competitiveness of this route and creating the most favorable conditions for the business community.

In this context, the application of optimal transit tariffs, the development of modern transport infrastructure, and the introduction of digital customs procedures will be of great importance.

The connection of the Middle Corridor with the China-Kyrgyzstan-Uzbekistan railway currently under construction and the promising Trans-Afghan Corridor will create a multi-sector, strategic system of highways in a vast region.

All these transport-related initiatives are to be discussed in detail at the International Forum on Multimodal Transport, which will be held in Tashkent on November 12.

Fourth, the introduction of effective financial instruments for the implementation of large-scale industrial and infrastructure projects.

The President of Uzbekistan advocated expanding the activities of the Turkic Investment Fund and adopting a strategic cooperation program with the IBRD, EBRD, and other international and national financial institutions.

Fifth, the development of artificial intelligence, digitalization, and the creative economy, which are becoming important drivers of sustainable development.

To combine efforts in these areas, it was proposed to adopt a roadmap for the implementation of projects in the field of artificial intelligence and the creative economy.

The Head of State also proposed holding an International Exhibition of the Turkic World in Uzbekistan.

Sixth, taking cooperation in science and education to a new level based on the principle of “Enlightenment against ignorance.”

It was noted that in 2025-2026, our country will chair the Union of Turkic Universities, which brings together more than 100 educational institutions. Next week, the General Assembly of the Union will be held in Tashkent. During its chairmanship, Uzbekistan intends to hold “Days of Turkic Science and Innovation”. 

The President of Uzbekistan also announced that, in order to strengthen cooperation in the field of science and education and to stimulate research by talented scientists in our country, the International University of Turkic States is beginning its work. The Head of state proposed developing a program to support joint research on its basis.

Seventh, preventing the spread of alien and destructive ideas among young people.

In this regard, it was proposed to adopt an Action Plan to combat extremist and radical ideology in the Turkic states.

Uzbekistan will also continue close dialogue aimed at combating all manifestations of Islamophobia.

In addition, it was noted that an important step would be to develop joint measures within the Organization for environmental education of young people.

The leader of Uzbekistan also drew attention to another important issue.

- Next year, we will widely celebrate the 585th anniversary of the great poet and thinker Alisher Navoi and the 885th anniversary of the great Azerbaijani poet Nizami Ganjavi. In order to further promote their ideas of humanism, friendship, and brotherhood, as well as their invaluable literary heritage, we propose to hold an international scientific conference “The Works of Nizami Ganjavi and Alisher Navoi in the Spiritual Life of the Turkic World, - said the Head of our state.

The heads of delegations from foreign countries also spoke during the meeting.

Following the summit, a package of joint decisions and documents was adopted, aimed at further expanding mutually beneficial cooperation between the member countries of the Organization.
