On November 18, President Shavkat Mirziyoyev was briefed on the improvement of the system of external labor migration and organization of migration processes in line with international standards.
Thanks to the systematic work carried out in our country in recent years to ensure the organized employment of citizens abroad, the labor market is diversifying, with citizens going abroad mainly for high-paying jobs. As a result, despite a decrease in the number of citizens working abroad compared to 2016, the amount of money they sent home grew from $3.8 billion to $15.8 billion in the first ten months of 2025.
During the presentation, it was noted that there is high demand for qualified specialists in the international labor market. At present, there are orders for 140 thousand specialists, but significant work still needs to be done to train workers who meet the language and professional skills requirements. In addition, due to the dispersion of labor migration services, citizens face various inconveniences.
To this end, the task has been set to streamline services in this area and unify all processes according to the “single window” principle.
A “Center for preparation for work abroad” will be established in Uchtepa district of Tashkent, and a single center for migration services will be established in Termez. German and Japanese language schools will be opened in Yashnabad district of the capital in cooperation with international companies.
It was noted that in recent years, the flow of migrants to European countries has increased fourfold. The importance of strengthening the legal protection of citizens working there was emphasized. Currently, there are no agreements on labor migration with a number of European countries. The President instructed to speed up the development of relevant intergovernmental documents.
It is also planned to increase the number of attachés for labor migration issues and representative offices of the Agency of Migration under the Cabinet of Ministers abroad, as well as to open mobile visa center offices in the regions of our country.
The presentation also addressed the issue of digitization of migration services.
The “Horijda Ish” platform provides 25 types of services, and since the beginning of this year, 524 thousand citizens have used online services. However, not all services have been digitized.
The President noted the need to further improve service delivery processes by introducing artificial intelligence technologies into the system. Information was presented on plans to introduce a biometric identification platform, real-time monitoring of job vacancies abroad, and remote consulting services for citizens. It was proposed to create a situation center at the Agency of Migration, which will provide round-the-clock operational assistance to citizens.
The increasing number of cases of illegal migration and fraud in the provision of consulting services was noted. In this regard, in order to improve the legal literacy of migrant workers, it was proposed to install interactive information kiosks on migration issues at international airports, as well as to increase the size of fines for consulting organizations operating without a license. It has been instructed to study the issue of introducing liability for organizing and facilitating illegal migration into the Criminal Code.
The Head of State approved the proposals and gave additional instructions to officials to improve the convenience, safety, and transparency of labor migration processes.
