President reviews proposals to advance urbanization and expand green areas in the capital

25.02.2026

President Shavkat Mirziyoyev reviewed a presentation of proposals for the development of urbanization processes and the expansion of green areas in Tashkent.

In recent years, the economy and agglomeration of the capital have been developing dynamically, and the permanent population of Tashkent has exceeded 3.1 million. At the same time, it is projected that, the city's population will more than double by  2045. This requires the development of urbanization processes in proportion to the growing pressure on the housing stock, transport and logistics systems, engineering networks, and social infrastructure.

In order to improve the urban environment and enhance the quality of life, the expansion of green areas has been identified as a priority task. Specifically, in Tashkent and its adjacent areas, it is planned to triple the total area of green zones to 25,000 hectares and increase green space provision per capita from 3 to 6 square meters.

Over the past period, initiators have submitted 85 project proposals for construction covering a total area of 2,679 hectares. The presentation provided information on the results of their comprehensive review.

During the study, particular attention was paid to the evaluation of each project based on a unified urban planning approach, the possibility of creating green zones on at least 30 percent of the territory, the comprehensive renovation of outdated areas, and the rejection of the practice of infill development on land plots of up to one hectare.

Following the review, it was proposed to approve the implementation of 18 projects, to optimize 12 projects by adjusting their land area, number of floors, and concept, while 54 projects were deemed to require a complete conceptual overhaul.

Plans to expand the “Yangi Avlod” special industrial zone in the Yangihayot district were considered separately. The importance of the phased relocation of large industrial enterprises from the central part of Tashkent and the establishment of high value-added production facilities that meet environmental requirements was emphasized.

As a result of the implementation of the approved projects, an additional gross regional product of $1.5 billion is expected to be generated annually, with 3.5 trillion soums in budget revenues and the creation of 260,000 jobs.

Special attention during the presentation was devoted to the expansion of green areas.

It was noted that at least 30 percent of the project territories, amounting to about 400 hectares, must be allocated for green zones. Additionally, the establishment of new public parks with a total area of 134 hectares is planned across nine locations in Tashkent. These proposals have been approved.

It was instructed that funds collected through infrastructure payments for the implemented projects should first be directed toward the creation of new green areas, with the remaining resources allocated to the development of urban infrastructure.

The President instructed that the development of urbanization processes in the capital be aligned with public interests, the requirements of a healthy urban environment, and ecological standards.
