Uzgarish mahalla becomes a space for real change

04.07.2026

President Shavkat Mirziyoyev reviewed the improvement work carried out in Uzgarish mahalla of the capital's Sergeli district, as well as the operations of trade and service facilities established beneath the elevated metro line.

The consistent reforms aimed at improving people's well-being are increasingly reflected in the renewed appearance of mahallas and the daily lives of residents.

Uzgarish mahalla is a clear example of these transformations. The neighborhood comprises 45 apartment buildings with 1,620 apartments, home to more than 6,700 residents.

Long-standing issues in the mahalla have been addressed in stages, resulting in modern infrastructure and a comfortable living environment. In particular, 10 children's playgrounds, a mini-football field, and two recreation areas have been created.

The Head of State also reviewed the operations of the modern cogeneration center established in the mahalla.

The center will help ensure a stable supply of heat and electricity to the mahalla during the autumn and winter period. Its cogeneration technology first generates electricity from natural gas and then utilizes the resulting heat to produce hot water and provide heating for residential buildings. This improves energy efficiency and reduces energy losses.

The total cost of the project amounted to $5.8 million. The center is equipped with modern German-made gas engine units and boilers. Its annual production capacity is 18.4 million kilowatt-hours of electricity and 80,000 gigacalories of thermal energy.

As part of the project, a two-kilometer high-voltage power line was constructed and connected to the main grid. As a result, the load on the district's central power network has been reduced by 3 percent. The commissioning of the center also created 10 permanent jobs.

Moreover, the mahalla's infrastructure has undergone a comprehensive upgrade. A total of 1.4 kilometers of pedestrian walkways have been built, the facades of 12 apartment buildings have been renovated, and internal roads have been paved. To enhance the surrounding environment, 2,720 ornamental trees and shrubs have been planted.

The President also spoke with representatives of the mahalla's "Seven" and district activists. It was noted that the transformation achieved here was the result of consistent efforts to create comfortable living conditions for residents and transform the mahalla into a well-maintained and safe space.

"Our large-scale improvement efforts began right here in Sergeli district. When we first proposed building a modern metro line here, there were those who questioned the viability of this major project.

Today, however, seeing these beautiful and well-maintained neighborhoods, and above all the happy faces of our people, we are once again convinced that we chose the right path.

The purpose of today's visit is to speak directly with you and hear your proposals and initiatives," the President said.

The Head of State also reviewed the operations of trade and service facilities established beneath the elevated metro line in Sergeli district.

In modern urban planning, it is important to make efficient use of existing infrastructure and transform unused areas into spaces that are comfortable for residents and economically productive. To this end, a 5.7-hectare area beneath the elevated metro line has been completely renovated.

A total of 137 business entities have been established, creating 250 new jobs. Beneath the metro line, four kilometers of pedestrian walkways and bicycle paths, two children's playgrounds, and sports facilities have been created. For the convenience and recreation of residents, 100 benches and 40 decorative street lights have also been installed.
