Cadaster Agency to operate under new approaches

President Shavkat Mirziyoyev reviewed a presentation of proposals for organizing the activities of the Cadaster Agency based on new approaches, as well as for simplifying services provided to the public and entrepreneurs.

Over the past two years, an inventory of more than 1.2 million real estate properties has been conducted. As a result, an additional 16,500 hectares of land and 49 million square meters of construction area have been identified.

270,000 of the identified properties have already been entered into the cadastral database, allowing for the creation of an additional annual tax base of 315 billion soums for the budget. Currently, 90 percent of cadastral services are provided online.

At the same time, it was noted that problems affecting the public and entrepreneurs persist in the sector.

In the first half of the current year, the cadastral authorities received more than 1 million applications for cadastral services, of which 330,000, or 30 percent, were rejected. In practice, every third application remains unfulfilled.

Such situations result in additional time and financial costs for citizens, forcing them to turn to other government agencies or individuals to resolve their issues, while also increasing corruption risks.

The practice of centralized decision-making established during the digitalization of services has also contributed to the creation of unnecessary barriers.

In particular, changing the category of a non-residential property requires the approval of regional or republican-level organizations. To resolve a single issue, citizens must submit multiple applications and pay separately for each of them.

For example, to divide one household between two brothers, four applications must be submitted, while dividing one inherited property into three parts requires six applications.

A single application goes through 30 to 50 stages of review at the district, regional, and republican levels, with the entire process taking an average of 15 to 20 days.

During the presentation, the management structure of the Cadaster Agency was also critically analyzed.

Currently, separate territorial divisions of the Cadaster Agency and the Chamber of Cadasters operate at the district and regional levels, resulting in the system being managed by two heads in practice.

Fifty-six percent of the system's employees are managers and controllers, while 44 percent are operational staff. Due to the complexity of recruitment procedures, more than 700 positions remain vacant. At the same time, 40 percent of employees do not work in their field of specialization.

In addition, regional-level heads are not authorized to take disciplinary action against the heads of district divisions. As a result, the workload of operational staff increases, while remuneration remains low.

In this regard, it was proposed to gradually transfer the provision of cadastral services to the territorial level and expand the powers of territorial divisions.

It is planned to transfer at least 30 percent of employees currently working at the republican level to district divisions, as well as to merge the Chamber of Cadasters and service divisions at the republican, regional, and district levels. This will increase the independence and responsibility of territorial divisions, while also improving the accessibility of services for citizens.

President Shavkat Mirziyoyev instructed that the Cadastral Consultation Corner and Operational Cadaster services be established within one week to prevent inconvenience to the public during the period of structural transformation.

Proposals to organize the Agency's activities based on the "one application – one payment" principle were also considered.

According to the new procedure, when a right to a real estate property arises, a proactive service with the automatic generation of an application will be provided. This will save time and money for 1.2 million applicants each year. All cadastral services will be be provided on the basis of one application, reducing the number of applications by 200,000 annually.

The process of state registration of rights to real estate will be fully transferred to an online format. As a result, about 500,000 applications a year will be registered within seconds instead of the current 10 to 15 days.

In particular, it was proposed to mitigate liability where unauthorized construction is voluntarily demolished. In addition, it is envisaged that, in the event of a first-time failure to submit an application for the state registration of rights to real estate within the established period, a warning will be issued instead of a fine.

Responsible officials were instructed to take measures to simplify service delivery procedures, reduce redundant stages and payments, transfer decision-making powers to lower levels, and improve the working conditions of the system's employees.
