New reform stage in school education

On May 15, President Shavkat Mirziyoyev held a meeting dedicated to discussing priority tasks to improve the effectiveness of reforms in the school education system.

- There is a truth in the world that requires no proof: the development of any state depends on a healthy and educated generation, - noted the President at the beginning of his speech. - Therefore, on the way to building the New Uzbekistan, we must create all conditions for raising healthy, educated, intellectual and patriotic youth.

All efforts in the social sphere are aimed precisely at these goals. Over the past 7 years, financing of pre-school and school education has been increased 7 times. This year, 60 trillion soums have been allocated. About 1 million new places have been created in schools and 1.5 million new places in kindergartens.

More than 10 types of additional payments have been introduced for teachers based on the criteria of qualification, language skills, new evaluation system, participation in subject Olympiads. Using this, 60 thousand teachers today receive salaries of 8-12 million soums.

Salaries of kindergarten teachers have increased by 65 percent and reached the level of school teachers' salaries. From the new school year, the salaries of school principals, their deputies and kindergarten heads will exceed 7-10 million soums.

Educational programs are adapted to international best practices, textbooks are updated, and modern equipment is supplied to schools. Now teachers must master new methods and provide children with quality knowledge. For this purpose, it is necessary to improve the quality of higher education in pedagogical areas.

The issues of training young people in professions, their proper upbringing and protection from harmful influences are also relevant.

At the meeting all areas in this sphere were analyzed in detail and priority tasks were defined. Initiatives were suggested to bring school education to a new level.

Above all, attention was paid to the system of training and professional development of teachers. The National Research Institute named after Abdulla Avloni and its 13 regional centers have been reorganized in this regard. The Nizami University has been transformed into the National Pedagogical University, and its rector has simultaneously become deputy minister for personnel training. The Center for pedagogical excellence and international assessment has been established.

Now, based on these opportunities, the activities of all pedagogical universities will be radically changed. For example, the Termez Pedagogical Institute will have 6 higher schools for exact, natural, social, philological, applied sciences, pre-school and primary education instead of the current faculties.

The number of subjects will be optimized from 20 to 15, areas of study from 31 to 17, and the teaching load will be reduced by 20 percent. Nearby schools will become the institute's practical base.

Twenty of the institute's teachers, who have certificates in foreign languages, will be sent this year for internships in such countries as the United Kingdom, Germany and Singapore. Within three years, all teachers will be trained abroad. Professional development and educational services in the world's top 100 universities will be provided through direct contracts.

The activities of regional centers of professional development will also be expanded. Teachers will be retrained based on advanced programs of the USA, UK, Singapore and Germany.

In addition, support schools will be identified for each of the 17 secondary education subjects. A teacher of a support school will receive in-depth training in their subject at a center of excellence based on international programs and will be given the status of a trainer. These trainers will then teach 25 leading teachers in their region. And the lead teachers will upgrade the qualifications of other teachers in their school.

Also faculty members of universities, centers and schools will be sent abroad for professional development.

Today, there is a wide range of opportunities in private universities. However, 70 percent of students of pedagogical directions there are trained in preschool, primary education and philology. No higher education institution trains teachers in chemistry, biology and physics. Meanwhile, there is a shortage of teachers in exact and natural sciences in schools.

Therefore, from now on pedagogical directions in private universities will correspond to the directions of state institutes. The knowledge of teachers and students will be evaluated through external diagnostics. Thus, control over the quality of teacher training in non-state universities will be established.

The Head of State paid special attention to the education of gifted children in prestigious foreign universities. It was noted that our children are very talented, it is only important to guide them properly and train them purposefully.

To this end, a national program “Gifted Presidential Youth” will be launched and the Al-Beruni International School will be established. Sixty people will be selected among 8th grade graduates, who will be purposefully prepared to enter universities with high ratings.

In addition, 208 advisers from the Presidential and specialized schools will be assigned to general schools. These counselors will select annually 3 thousand of the most promising students and prepare them for admission to the USA universities - Harvard, Yale, Columbia, Cornell and others.

The foundation for the pursuit of knowledge is preschool education. Today, there are 7 thousand public and more than 31 thousand private kindergartens in our country. 96 percent of six-year-old children are covered by preparatory groups. Next year this figure will reach 100 percent.

Now, school readiness and primary education programs will be synchronized based on international best practices. For this purpose, programs will be developed to teach preschool children critical and creative thinking in the areas of mathematics, science and technology.

A system of professional certification will also be introduced to improve the qualifications, skills and psychological training of educators.

The meeting identified measures to organize meaningful leisure time for schoolchildren.

For this purpose, “Barkamol Avlod” schools, “Yoshlik” sports society and Pupil Youth Center will be united into a single system. They will be renovated, equipped in accordance with modern trends, new clubs on foreign languages, artificial intelligence, programming and animation will be opened in them.

A new system of tourism development among schoolchildren will be introduced. Children's tourist bases for 100 places each will be organized in the “Barkamol Avlod” centers in Karakalpakstan, Khorezm, Samarkand, Bukhara and the capital. Every year, trips around Uzbekistan will be organized for 1 million schoolchildren.

Protecting children from harmful information is a problem of concern to everyone. In this connection, in accordance with a presidential decree, a Center for the Development of Children's Content has been established under the Ministry of Preschool and School Education. It will contract national content from local authors and organize training in this area.

It will also set tasks to attract children to summer recreation and useful activities, organize sports competitions, intellectual games and art evenings.
