On December 17, President Shavkat Mirziyoyev reviewed a presentation on improving mechanisms for protecting the constitutional rights of citizens and entrepreneurs, as well as digitizing the activities of the Constitutional Court.
In recent years, a number of measures have been implemented to improve the efficiency of the Constitutional Court, which is celebrating its 30th anniversary this year. In particular, in 2021, a new version of the law on the Constitutional Court was adopted, which made it possible to form an effective system of constitutional control.
At the same time, it was emphasized that ensuring the full implementation of the powers of the Constitutional Court remains a relevant task and requires taking the reforms in this direction to a new level.
Relevant proposals were considered at the presentation.
In particular, it is envisaged to increase the effectiveness of the implementation of proposals and recommendations made annually by the Constitutional Court in order to strengthen constitutional legality in the country.
In addition, the procedures for considering appeals from citizens and entrepreneurs by the Constitutional Court will be optimized and bureaucratic obstacles will be removed.
In order to increase the effectiveness of constitutional complaints and ensure judicial protection for applicants, it was also proposed to introduce a procedure whereby a court's recognition that a law is unconstitutional would be a basis for reviewing the relevant judicial act.
Particular attention was paid during the presentation to the digitization of the Constitutional Court's activities in order to make them more convenient for the public.
In particular, it is planned to introduce the possibility of remote participation in court hearings online, broadcast hearings via the Internet, and establish electronic information exchange between ministries and departments. As part of the court's presidency of the Asian Association of Constitutional Courts, a number of international events are planned to be held in the country and abroad.
The importance of enhancing the authority of the Constitutional Court in the international arena and strengthening cooperation with the constitutional courts of foreign states was emphasized.
Other issues related to the administration of justice were also considered, including measures to bring economic and administrative courts closer to the population and entrepreneurs. An initiative was put forward to automatically determine extraterritorial jurisdiction when applying to these courts.
The President of our country supported the proposals presented and instructed the responsible persons to ensure their high-quality and systematic implementation.
